Freestar partnering with Quantcast to provide hosted CMP solution for CCPA and GDPR

Freestar is excited to announce our partnership with Quantcast, as we continue to provide our publishers with a hosted CMP solution compliant with current and upcoming privacy regulations and industry standards.

Freestar’s hosted integration of Quantcast’s CMP will include options for publishers to implement a “Do Not Sell My Information” link for CCPA, along with a module covering GDPR.

The California Attorney General’s enforcement of the California Consumer Privacy Act (CCPA) is scheduled to begin July 1, 2020. The digital advertising industry is also working to adopt the IAB’s updated Transparency and Consent Framework (TCF 2.0) for GDPR, with the current version (1.1) to be deprecated by June 30, 2020.

Migration schedule

Freestar will begin migrating customers currently using Freestar’s hosted CMP, to our hosted Quantcast CMP over the next couple of weeks.

For publishers that have implemented custom purposes with Freestar’s hosted CMP, our team will be reaching out to work with you individually on transition timelines, to allow for any adjustments necessary to continue managing your additional vendor configurations.

Following our initial migration, Freestar and Quantcast teams will be working closely to test and adopt support for TCF 2.0 throughout this process. All publishers using our hosted solution will be fully migrated in advance of the applicable end of June deadlines for CCPA and TCF 2.0.

What you need to do

Freestar’s hosted Quantcast CMP solution ensures that your site obtains user consent and shares appropriate signals for CCPA and GDPR with downstream vendors through our platform. However, there may still be action required on your part.

Update your privacy policy for CCPA

Update your privacy policy for GDPR (TCF 2.0)

Under TCF 2.0, publishers are required to include in their privacy policies a declaration of support for the framework, and the ID of the CMP in use:

(19) 2. A Publisher must make a public attestation of compliance with the Policies in a prominent disclosure, such as in a privacy policy. This language must at a minimum include: (i) an affirmation of its participation in the IAB Europe Transparency & Consent Framework; (ii) an affirmation of its compliance with the Policies and Specifications with the Transparency & Consent Framework; (ii) the IAB Europe assigned ID of the CMP that the publisher uses. Example:
<Organisation> participates in the IAB Europe Transparency & Consent Framework and complies with its Specifications and Policies. [operates|uses] the Consent Management Platform with the identification number <CMP ID>.

Quantcast is registered with CMP ID “10” under TCF 2.0.

Review and sign the Limited Service Provider Agreement (LSPA) for CCPA

Signing the LSPA is not mandatory at this time, but it is strongly recommended to ensure that downstream vendors will continue to recognize the validity of consent signals they receive from your property. Review and sign the LSPA through the IAB CCPA website here.

Update triggers for your third-party vendors

Freestar will continue to both manage consent for Google personalized ads for you using our hosted CMP solution, and pass consent signals to vendors integrated with our platform. 

However, you may need to update workflows if there are any vendors you manage directly outside of our platform that require consent. If you have implemented custom purposes for these vendors with Freestar’s hosted CMP, our team will be following up with you in the coming weeks to provide additional information and help manage your migration to our hosted Quantcast CMP.
